As experienced consultants in M&E and program evaluation, we have interacted with stakeholders of all types in a variety of settings. Too often, we have seen Theory of Change (TOC) implemented as a one-time task to get things started for a logic model, never to be revisited. Further, we have seen and heard of too many instances where stakeholder engagement is either non-existent, assumed, or superficially done. We believe that evaluation can be done better.
What sets us apart is our focus on real stakeholder engagement in an iterative fashion so that projects and programs are not only efficient but truly effective.
Our Team
Anh Thu Hoang
Anh Thu Hoang is an international development professional with a focus on Monitoring, Evaluation, Research, and Learning. She has designed and implemented MERL activities in Africa, Asia, and the Caribbean with bilateral and UN agencies as well international NGOs for over two decades. Since her time as a Peace Corps Volunteer in Central Africa, empowering the disfranchised, and the voiceless has been central in all aspects of her work. She is keen in exploring ways to account for stakeholder engagement and community participation in various phases of the project life as an essential process of any development or social change intervention.
William E. Pate. II
William Pate began his applied research career in a cognitive psychology research lab as an undergraduate, later becoming the lab coordinator in graduate school. Professionally, Mr. Pate went on to conducting and managing national surveys at the American Psychological Association. While at APA, Mr. Pate also began working as an external evaluator for an NIH-funded summer program designed to increase diversity in neuroscience careers, a project that he continues to evaluate now (20 years and counting). For the past decade, Mr. Pate has focused on quantitative program evaluation providing services to nonprofit organizations, federal and state government clients, and other consulting firms on projects related to criminal justice, education, mentoring, and minority issues in higher education.
